Executive Summary

01 Korean chip exports reach a record $16.5 billion in ten days

TL;DR Korea Customs Service preliminary figures put semiconductor exports for September 1–10 at a record $16.5 billion for that period, while total exports rose 82.6% year over year. Both comparison periods had 8.5 working days, so extra working days do not explain the increase. Export value alone cannot separate higher chip shipment volumes from higher prices.

02 OpenAI clarifies that it has not announced new Samsung chip-development plans

TL;DR OpenAI Korea said its Samsung collaboration comments referred to ChatGPT adoption and the previously announced letter of intent, rather than a new announcement of chip-development plans through Samsung. The company clarification, reported by Yonhap on September 11, narrows what can be concluded from the earlier collaboration coverage. An existing partnership does not by itself establish a signed chip-design or foundry-volume commitment.

TL;DR Reuters reported, citing unnamed sources, that the UAE is considering spreading its planned 5GW AI campus across multiple sites following Iranian attacks. G42 said work on the project involving NVIDIA, OpenAI and Oracle is progressing as planned; Reuters could not establish whether a revised masterplan was final or how costs and timing might change. The question is where computing can operate securely, not evidence that the whole project has been cancelled.

04 Positron outlines up to $875 million in financing for inference silicon

TL;DR Positron announced a $375 million Series C plus a C-1 of up to $500 million, targeting an end-of-year TSMC N3P tapeout for Asimov and production in the second half of 2027. Its next-generation systems use LPDDR5X instead of HBM, while the company says it is deploying more than 50 racks of the existing Atlas system at Oracle Cloud Infrastructure. This changes the intended memory supply route, but financing and first-generation deployment do not independently validate the next chip’s performance.

TL;DR Chinese AI chip company Enflame listed on Shanghai’s STAR Market on September 11 under ticker 688801. Its listing announcement gives an offering price of RMB142.18 per share and states that the company had not yet become profitable. Public equity provides a funding route; repeat customer orders and profitability still have to follow.

TL;DR The Germany–UAE joint declaration sets out a €40 billion investment package that includes plans for about 1GW of new data-center capacity. The €40 billion covers a broader investment program across industry, energy and digital infrastructure, rather than a GPU purchase order. For chip suppliers, the next evidence is site and power availability followed by actual equipment orders.

07 FCC publishes equipment rules reaching logic-bearing components

TL;DR A rule published in the US Federal Register restricts new equipment authorizations involving logic-bearing hardware from specified Covered List entities, with an October 13 effective date. It applies where the finished device would have been prohibited had that entity made it; this is not a blanket ban on all Chinese components or passive parts. Communications-equipment designers need to check the component supplier and the rule’s scope alongside the finished-product brand.

TL;DR EU manufacturer reporting duties for actively exploited vulnerabilities and severe incidents affecting products with digital elements began on September 11. The deadlines are 24 hours from awareness for an early warning and 72 hours from awareness for a full notification; the main CRA product obligations apply on December 11, 2027. Alongside hardware security features, firmware response and reporting teams need a coordinated incident process.
